its a top of the range packard IXtreme i think
Windows XP
Pentium 4 3.40Hz
3.39Hz.2.00 of RAM
physical adress extension
A 200GB hard Disk Drive
2Gbs of Ram
ATI RADEON 9950 LX RV50 (256 MB)
Packard Bell Santiago Motherboard
Thats all i can find
and belive thats well above the required specs

The "memory could not be read" error is serious. Did that happen while installing? Or did it happen after you started the loader? (the loader has the blue destroyer with red windows).
A screen shot would be helpful. I am trying to understand the steps you took to create the error.
This is what I am hearing:
1. You install the game.
2. You install the patch.
3. You install the torn stars mod.
4. You start the game.
5. On the load game screen (with the blue destroyer with red windows) you press "play".
6. At the main menu you press "New Game"
7. You then get a screen that says "Cannot Initialize World".
Is this correct?
I would uninstall the game (use the custom uninstall. Always use the "select all" and remove everything). Then reinstall the game and the patch, but do not install torn stars. Then start the game and see if it plays without error.
Where did you download torn stars?

Also, which patch was installed? If both 14.6 and Jackson's Yard were used, in what order? Do you have a folder named 'mods' in your main EoC directory?

Ok theses are the steps exactly
1) i install the game
2) i install the patch F14
3)Install Torn Stars
4) click Torn stars the memory Error Comes up
5) i press ok
6) press play
7 game loads up
8 The Window with this (the Application faild to intalize properly (0xc0000006) click OK to terminte application
Then if i select the EOC window i get to see spinning planets with no new game or options or quit ect
BTW dont know how to ad pics to this reply

That memory error was the fatal issue. Can you write down exactly what it says? I would recommend doing a memory test. Your bios should support one. Especially if you are seeing crashing while running any other programs.
If the memory tests fine, then it could be a problem between EoC and your video drivers. In which case... I am not sure what to suggest.
